Application for permission to supply and manufacture feeds, premixes and veterinary equipment

Overview

This service allows citizens and businesses to apply for the licensing of to sell Veterinary equipment; livestock feeds including manufacturing livestock feeds in line with the Disease of Animal Act CAP37.01 of 1977and Veterinary Surgeons Act of 2008. The permission is valid for between January 1st and December 31st of each year, that is calendar year (E.g. if one applies in June the permission will expire in December the same year).

How do I get this service?
  • Fill and submit the Application form for permission to sell veterinary equipment and livestock feeds including manufacturing of livestock feeds and relevant supporting documents to the Extension Officer or District or Sub District Veterinary Office.
  • The Extension Officer or District or Sub District Veterinary Office will assess the site for to check compliance.
  • The District Veterinary office will in put inspection findings into BAITS system and Headquarters will verify and issue or reject permission/certificate.
  • Headquarters will then issue a certificate/permit which is collected at District Veterinary Office or Sub district Office.

The above procedure is the same for renewals.

What supporting documents are required?
  • A certified copy of valid national identity card (Omang) for citizens and passport for non-citizens
  • A certified copy of valid company's registration certificate.
  • Proof of ownership / lease of premises.
  • Copy of contract of employment in case of qualified person is not the owner.
  • Copy of valid Trading License for renewals.
  • Each branch of a company should have its own request for permission and relevant documents for that branch including qualified person for manufacturing stock feeds and distribution.
  • Certified copies of certificates for qualified person (Certificate in Animal Health and Production; Diploma in Animal Health and Production; BSc Animal Science)
How long will this service take?

Permits processed within two (2) days after submission of application with premises assessment report.

Issuance of plant, plant products import permit/phytosanitary certificate

Overview

This service allows/enables Importers and Exporters to import/export plant and plant products. The permit is administered through Plant Protection Act CAP35:02. To import/export plants, plant products you must apply for an import permit and a Phytosanitary certificate respectively issued by the Division of Plant Protection. For one to be issued a Phytosanitary certificate s/he must meet the import conditions of the importing country. The import permit is valid for 6 months and can be used for multiple entry. The Phytosanitary certificate is valid for 2 weeks and used for single entry only.

  • Individuals (citizens and non-citizens)
  • Registered company with Registrar of Companies for a Trading License
  • Registered business (Companies/Hawkers/Vendors)
How do I get this service?
  • Interested citizens and businesses are required to visit the nearest District Crop Production Office with relevant supporting documents.
  • Complete an application form to import the plant and plant products.
  • Forms can be completed and send via email to MoAPlantPermits [at] gov.bw.

  • If paying electronically proof of payment is required before a permit or Phytosanitary certificate are issued.
  • For IMPORT of plant or plant product, provide the following details:
    • Name and address of importer (Physical or postal)
    • Name and address of exporter (Physical or postal
    • Quantities and type of plants or plant products to be imported
    • Port of entry
    • Mode of transport
  • The plant or plant products to be imported shall be inspected to ensure that they meet the import conditions.

Up to 14 working days. However clients advised to apply 2 weeks in advance

Issuance of livestock Producers Agent, Livestock Buyers and Livestock Buyers Agent licenses

Overview

Livestock Buyers License is provided for in the Control of Livestock Industry Act CAP.36.01.  The license authorises its holder to purchase livestock for the purpose of trade in the country. Trade here means acquisition of livestock for slaughter, meat processing plants, retailers, chain shops, for commission (BMC) and other markets and this even include a farmer buying 50 or more breeding stock for the purposes of a ranch.  License issued for a particular district can be endorsed ONCE in another district of interest to the buyer to enable trading in that particular district.

A Livestock buyer’s Agent license is obtained by a buyer who is going to buy on behalf of someone who already has a livestock buyer’s license.

Livestock Producers Agent license allows its holder to collect mobs of cattle from producers and send them to Botswana Meat Commission abattoirs on their behalf. A holder of this license is permitted to charge a commission of 2.5% on revenue realized from the sales as stipulated in the act for the services offered and not more than that. Livestock Producers Agent License is provided for in the Livestock Meat Industries Act (CAP 36.03).

How do I get this service?

Visit the nearest District Agribusiness Promotion Office with relevant documents and complete an application form.

 

Individuals and companies who are interested in becoming Livestock Buyers, Agents or Speculators are required to confirm details to the Authorized License Issuing Officer on the following;

  1. For New Entrants:
  • Confirm registration with BAITS for Keeper Identification
  • Particulars for business or an individual
  • Base location of business
  • District areas of livestock purchase
  • Type of license required
  • Payment of annual license  fee

  • Fill in the application form

 

  1. For renewals:
  • Produce monthly livestock sales report and returns
  • Pay Annual renewal license fee
  • Produce licenses together with valid identifications (when required by the authority) before any transactions can be carried out.

Abattoir or Related Premises License Application

Overview

This service allows citizens and businesses to apply for the licensing of poultry premises in line with the Livestock and Meat Industries Act 2007 and Regulations for Red and Poultry Meat. The meat premises licenses are valid for 12 calendar months.

Who is eligible?
  • Citizens of Botswana.
  • Companies (Local and Foreign).
How do I get this service?
  • Fill and submit the Application for Licence of a Poultry Abattoir Form or Related Premises Form and relevant supporting documents.
  • ​​​​​Once a decision is made by the Director, the applicant will be updated in writing.
What supporting documents are required?
  • A certified copy of valid National Identity Card (Omang) for citizens.
  • A certified copy of valid company's registration certificate.
  • Proof of ownership of site and land use.
  • Site/location plan.
  • Meat premises plan.
How long will this service take?

Sixty (60) working days.

Issuance of Livestock Permit

Overview
  • This service allows farmers to move animals across the country in order to achieve country wide traceability of animals.
  • Animal movement can be for the following purposes; for slaughter, for rearing and translocation.
Who is eligible?
  • Registered Livestock Keeper (citizens and non-citizens legally resident in Botswana)
  • Unregistered keeper (Diplomats, Tourists)
How do I get this service?
  • For farmers with access to internet connectivity, apply online using www.baits2.gov.bw
  • Farmers without internet connectivity visit BAITS cafes/agent.
  • For international permits only a request can be done online but collection of the permit is done at a local DVS office.
What supporting documents are required?
  • An original and valid Brand Certificate or certified copy
  • Valid Keeper ID Card
  • An import certificate with conditions from the country you are sending your consignment to.

One (1) working day depending on the quantity of consignment moved.

Issuance of Horticultural Products Permits

Overview

This service enables Importers and Exporters to import/export their horticultural produce. The restriction on the importation of horticultural produce is administered through CAP 43:08 Control of Goods Prices and other Charges Act using Import and Export of Agricultural Product Regulations. Individuals are not required to apply for a permit for personal consumption. 

Who is eligible?
  • Registered a company with the Registrar of Companies for a Trading Licence
  • Registered with the Council for Hawker's/Street Vendor's Licence
How do I get this service?

Interested citizens and businesses are required to visit the nearest Agribusiness Promotion Office with relevant supporting documents.

The authorised Permit Issuing Officer will complete, at the time of application, a permit form with specific details which include;

  • Quantities and type of crops to be imported
  • Border post of entry (Only one border post allowed per entry)
  • Country of produce import
  • Endorsement at the border post
  • Complete a horticultural crop import permit
  • Endorse the expiry date of the import permit
  • Authorize and issue the import permit

  • A certified copy of a valid National Identification card (Omang)
  • An original and valid trading licence
  • An original and valid hawkers licence 
  • A valid and original Sanitary and Phytosanitary (SPS) Certificate
  • A Letter of Authorisation to apply on behalf of the Company
