Areas of Responsibility

Directorate of Accident Investigation (DAI) is a statutory body established under Section 69 (1) of the Civil Aviation Act No.11 of 2011. The Directorate falls under the Ministry of Transport and Public Works. [Its mandate is as below]. As per Section 75 of the Civil Aviation Act of 2011, the sole objective of the investigation of an accident or incident shall be the prevention of accidents and incidents and not to apportion liability or blame.

Departments/Sections and Key Functions

In the event of an occurrence of an accident or incident involving an aircraft:

  • DAI issuing notices to the appropriate persons following the occurrence of an accident or incident;
  • DAI determines, whether or not an investigation shall be carried out;
  • DAI determines the scope and extent of the investigation to be held;
  • DAI will conduct the investigation in accordance Civil Aviation (Accident & Incident Investigation) Regulations of 2012 or as amended. The regulations are following International Civil Aviation Organisation (ICAO) Standard and Recommended Practice (SARP) Annex 13 – Aircraft Accident & Incident Investigation; and
  • DAI produces a final report of the investigation and publishes it for purposes of education since an investigation may reveal hazards or deficiencies within the aviation system not directly connected with the causes of the accident or incident.
